Before you write a bid,
check the essentials.

A relevant contract is a starting point. Use this eight-part checklist to spot missing information before spending hours on a response.

Use the full official solicitation to answer. “Confirmed” means you have checked the evidence, including when a requirement does not apply.

01I have read the current official notice and addenda.

Open the agency’s original notice and attachments. Confirm that you are reviewing the latest version, not just a search summary.

02My business can deliver the actual scope.

Check the products or work, quantities, service location, delivery schedule and staffing. A broad category match is not enough.

03I can document the qualifications the notice requires.

Check any required licenses, insurance, bonding, experience and certifications. Mark confirmed only when you have evidence or have verified that a requirement does not apply.

04I can meet the mandatory meeting and site-visit conditions.

Check whether attendance is required and whether the meeting has already happened. A future bid deadline does not mean an earlier mandatory step is still available.

05I know the exact closing time and can submit before it.

Confirm the time zone, closing date, question deadline and any earlier registration or delivery steps. Do not rely on a date-only summary.

06I understand the pricing and delivery commitment.

Review the pricing format, expected costs, payment terms and contract obligations. Make sure you can deliver at the price you plan to offer.

07I have a plan for every required response document.

Identify the forms, signatures, attachments, references and submission format. Follow the solicitation’s instructions for questions and clarification.

08I can use the buyer’s required submission method.

Check portal access, account setup, file limits and delivery instructions early. A GovClient account does not register you with the government buyer.

How to use your review

Turn uncertainty into a clear next action.

Start with one official solicitation and its attachments. Work through the checks using the buyer’s instructions. If something is unclear, use the contact and question process in that notice before its question deadline.

A “needs work” answer flags an issue for your own review. “Not checked” keeps missing information visible. Even eight confirmed answers do not establish eligibility, replace a full solicitation review or guarantee an award.

Research with the official sources

GovClient created this research aid; it is not a government form. The original solicitation and current agency instructions control. Reviewed October 24, 2026.
